If you look at it, it makes sense. like weapons and other crafted items fishing lures should be crafted. the higher the lure the more damage to fish or more likely you catch maybe a rare fish. this would allow for another crafting challenge and proficency mastery instead of vocations to get your lures. This would allow for the DEV's to put in some rare and extremely hard fish to catch in tournaments or in dangerous location with good chance of sea monsters to attack. the rare fish can drop rare items or something consumable. i

Lures and chum used to be player-made pre 1.0

Back in alpha chum was made from the fish from bait fishing and lures were made from various gems (red lures being made from rubies, etc.)

but when 1.0 (1.2) hit in alpha this changed to both being vocation for some reason.
