There is a 3rd achievement that doesn't show up anymore, but it completes the achievement. It is the same as the ocean dominator quests, but for fresh water.

If you have pre-paid taxes, that calculates into the cost for new land and makes it really high. Not sure of the calculation, but pre-paid taxes affect it in a bad way.

NPCs for events that are not currently active can show up on the map, but there is no NPC at that location; this maybe the case you are seeing.

Quires from from explorer bags that are sometimes at exploration spots, they are tradeable and can be bought on the AH too.

You bind them 10 at a time with a quire; then you bind the quires into a book. Once they are bound into a quire, they are not tradeable unless unbound.
