the answer is yes and no.
They give stats like Aquile said but you still count as a level 55 towards everything. So in that regard you will always remain max level 55 and you can help leveling...

yep, and i hope people that used it get punished. Its would be unfair if i had to spend over 150k for that achievement where others could just cheat if fast enough.
