Not sure how you managed that. I ended on tier 4 after 12 quests on all of my characters. That includes the free tier we get at the start. So that comes out to 4 for 1.

Most upgraded houses have the quests. Just to be clear, the quests don’t count as blue salt quests. They are still useful for the vocation point rewards though.
