I just tried to upgrade my glass phoenix to get one of the stats to very high after unsealing it but it didn't. So is it not 100% chance to enhance or it is just broken ?

How about no PvP involved. You get disconnected doing safe run and packs drop because they does not wait for 10 min for you to reconnect(when you are with cart). Random lvl11 guy passing through...
