I don't think anyone ever stated that it was supposed to be one character on fresh start. People have been multi-boxing since they removed hacksheild and has become the norm for how people get ahead...
They do have botting fixed. But multi-boxing is still a valid thing people are allowed to do if their hardware can run it.
