AmatsukazeI believe Trion wants Disaster to continue their Quest for the Holy Grail, PvP, in an effort to create a majority consensus in the player-base for Server Merger Round 2. So Trion can avoid the political suicide of opening the dialogue about server mergers, so they can swoop in as the Saviors of the fringe players left on the barren servers.
