Ok so from the jist of it I have to turn in the following to make 1 cargo pack..
14 regular packs (lets say gweon Apple pies)
8 fellowship packs (gweon piquant spices)
4 larders (gweon aged cheese)
Now I would assume this is region specific, right...meaning they only make cargo packs with gweon stuff, and only dewstone stuff, not mix and match?
Also...fert packs count as the fellowship packs, right?

Yes they do ;-)
and no, the ratio is not region specific, just category specific. If you want the trade post to generate cargo all you need to do is look at what type of packs are missing and run some of those type from anywhere.
And you don't have to turn them all in; anyone can turn packs in to contribute to the total. Cargo will be generated as soon as the totals for all 3 reach the needed number.

The tradepack percentage no longer regenerates over time, it only regenerates based on cargo generation. As I understand it, if you're at Solis and the % for Hasla Cheese is 125, the only way that it will start increasing back up from 125 is if more Hasla tradepacks are turned in at Solis, generating more Cargo.
Also note that when the correct amount of packs are turned in, the game generates TWO local Cargo, not just one.

I know the counters only reset once the appropriate packs are turned into cargo packs. Just wasn't sure the finer bit of the mechanics. Basically I plan to run all the packs in the right ratio from gweon to keep the counters set to 0 and maximize profits.
While this is mostly true, if there are hasla aged packs you can bring basic and fert/fellow/antiq from any zone to generate cargo. The category of pack is all that matters, not the zone they are from.
That's interesting, did not know that. So I could haul all of my larders from Rok to Solis and then, just add some Solis fert and tradepacks to generate cargo? I'm going to have to re-think some of my logistics now. Thanks.

Well, you can't deliver solis packs in solis, but any other quick safe zone run you can find would work just fine. If you have time I think a better way is to find some people who trade safe runs and just tell them when you are going to be turning in Rokhala packs so they can deliver their basics and fert/fellow packs too which will make everyone have higher average turn in values.
