The bark is intended to no longer drop from Kadum on Fresh, as the design intention from XL is for Obsidian to be retired in favor of Hiram gear. If you're still seeing it drop, it's a bug. Let us know, if you can.

No. Kadum don't need to drop bark on fresh start, because fresh start don't gonna get Obisdian.
Kadum can drop Bark only on Legacy.

yes for legacy the kadums bark should still drop but if they retire it they better give the ability for people to exchange the gear because no one would want to waste their time farming for stuff they put so long to already get into the trash just because something else came in.

people on legacy have been cleaning the ah of the barks because of this misinformation
Well , You can be sure it still drop , we got the old quest that gives 'Kadum's bark" and the new one that gives honor !
