Is there a way to purchase undergarments and costumes in game, or are these pieces only crafted?

I'm mainly interested in the undergarments and costumes that can be slotted with gems for additional stats. Haven't played ArcheAge since the original release so we weren't playing when the undergarments were introduced, so not sure where or how to get them. Thanks.
