I got one today and changed my exalted Hiram axe to and exalted Hiram dagger so they seem to work? I think they only convert within the same weapon group so I could not make it a shortspear, for example.
when you convert a weapon... does the new weapon have the same gems as the old weapon?

The problem described by Luxdei is that the weapon conversion scroll follows a logical, but intransparent pattern of choices.
(I haven't tried it myself - my info comes from how I understood what he told me or assumptions on my part.)
You can't convert a bow (obviously)
You can't convert a shield (maybe between physical and magical defense?)
You can convert between all 2hand melee weapons (greatsword, nodachi, greataxe, staff, greatclub)
OR between 2h melee (greatsword, nodachi, greataxe) and 2h non-melee (staff, greatclub).
You can convert between 1h non-melee weapons (scepter, club)
OR between right-hand weapons (scepter, club, shortspear)
You can convert between 1h melee weapons (dagger, sword, axe)
Like I said all of the above are mere assumptions based on pieces of information I heard from other people so they needn't be correct.
The main problem is once again a lack of transparency.
Lately there have been a lot of items in the marketplace and on the website with no description at all or only an insufficient one.

Sadly that is what is happening, but there is no explanation about that, or even in the description of the scroll, the explanation of Turambaredolas is right, the scroll is not trully honest, you can only change a right-had for a right-hand and a 1h for another 1h, i was hopping to change my shortspear to a axe and i cant
