If a timer runs out on a public farm item and someone else harvests it, does that count as stealing the crop? Is it still owned, that is, just not protected from thieves?

If it doesn't count towards infamy, it seems like a public farm would be a lovely place to find forgotten items.

No, it does NOT count as stealing, public farms are fair game when their timer is up!
