Well currently we're frequent visitors of the island. The only neutral ones are not much of use. How about those pirate npcs that are running around? They are more guards than the actual guards. Make them neutral.. how about that?

Give us some sweet ♥♥♥♥ing treehouses with bridges and ropes.
And why do our own guards attack us for fighting? I get them attacking non-pirates but.... Law and order on pirate island? Nonsense.

It's pirate island. You don't need more houses, you need more boats! Instead of plots, you guys need mooring points where a Galleon, Fishing, or Tradeboat can be moored permanently around the island(s). These would be not be usable boats, but treated like houses where you can place decorations, chests, beds, and crafting stations.

Sorry but, pirate was never intended to be a 3rd faction. It's supposed to be punishing. You committed a lot of crimes in the game. There's already incentives like special siege/swim titles, but pirate is not, and has never supposed to be, a third faction with all the benefits of mainlanders. However, that said, there will be new island properties opening up for residence in 2.9 and new mechanics with sea properties and castles (which, you could always try to band together and get pirates a castle.)

    And you know this how?

It always seemed that pirates were intended to be a 3rd faction choice specifically for those that wanted to pirate on the seas without punishment but then XLgames forgot about them. They have pros and cons and jail time on mainland so that they aren't overpowered and too free compared to other factions bound by infamy and crime point gain. It is a different playstyle and not intended to punish and rid crime (because the current crime and jury system is kind of a joke). It is an intended game feature and all game features should be balanced/improved to improve enjoyment of the game.

Truth be told a chosen class is only a small representation of a player's sphere of influence. What is lacking in combat ability can absolutely be made up for with social savvy.
